Eliminates solid waste permit requirements for yard waste transfer, treatment, processing, storage, or disposal facilities, effective July 1, 2017.

Requires yard waste facility operators to submit a notarized notification form to the Department and file it with the local Register of Deeds for recordation.

Expands definition of "yard waste" to include yard trash and land-clearing debris such as stumps, limbs, leaves, grass, and untreated wood.

Yard waste facilities must still comply with all applicable federal, state, and local laws including zoning, flood plain, wetland restrictions, and sedimentation/erosion control requirements.

Directs the Commission for Public Health to adopt permanent rules replacing permit requirements for yard waste, with interim provisions effective until new rules take effect.
