Preserves the validity of any liens held by the Village of Marvin and City of Asheboro for ad valorem taxes or special assessments outstanding before the effective date, allowing collection or foreclosure after deannexation.

Property as of January 1, 2016 in the described territories is no longer subject to municipal taxes for taxable years beginning on or after July 1, 2016.

Becomes effective June 30, 2016.
