Makes technical and clarifying changes to 2015 legislation establishing life-of-site permits for sanitary landfills and transfer stations.

Allows franchise agreements executed before October 1, 2015 to be modified by mutual consent of all parties to extend duration to the life-of-site of the landfill, with a maximum duration cap of 60 years.

Caps franchise agreement durations at 60 years for sanitary landfills (including life-of-site franchises) while maintaining 30-year caps for other solid waste collection or disposal facilities.

Establishes a permittee fee credit system for existing sanitary landfills and transfer stations with valid permits, calculated by comparing life-of-site permit fees to time-limited permit fees, to be applied as equal annual installments over remaining facility life.

Applies retroactively to July 1, 2015, with implementation of life-of-site permit provisions beginning July 1, 2016 for existing permitted facilities.
