Restricts health advisories for drinking water contamination to contaminants with established maximum contaminant levels (MCLs) or treatment techniques (TTs) under federal Safe Drinking Water Act or North Carolina law, or interim maximum allowable concentrations in state-led contamination investigations presenting imminent threats.

Applies restrictions to both private drinking water wells (G.S. 87-97) and public water systems (G.S. 130A-315), prohibiting state agencies and local health departments from issuing advisories for other contaminants.

Preserves Department authority to investigate, respond to, and remediate environmental contamination presenting imminent threats to public health, safety, welfare, or environment without conflict with federal law requirements.

Effective upon enactment.
