Directs the Department of Health and Human Services, in consultation with the Department of Environmental Quality and Department of Agriculture and Consumer Services, to develop a State Chemical Action Plan addressing toxic chemical flame retardants in children's products.

Requires the agencies to review and report on EPA regulatory activities for four specific flame retardant chemical clusters: Chlorinated Phosphate Esters, Tetrabromobisphenol A, Cyclic Aliphatic Bromides, and Brominated Phthalates.

Mandates adoption of a toxic chemical flame retardants use reporting plan for manufacturers of children's products, and evaluation of other relevant reports and stakeholder input.

Defines "children's products" for this purpose as bedding products for children 12 and under (including crib mattresses), nursing pillows and similar nursing aids, and changing table pads.

Requires the Department of Health and Human Services to report findings, recommendations, and any legislative proposals to the Environmental Review Commission and Joint Legislative Oversight Committee on Health and Human Services by December 1, 2017.
