Changes references from "payroll unit" to "agency" throughout the statute to expand the scope of Employee Insurance Committees to include departments, institutions, commissions, committees, boards, bureaus, and University of North Carolina constituent institutions.

Requires competitive selection of insurance products no less frequently than every three years and adds a new duty for committees to ensure vendors comply with contract terms and conditions.

Establishes new procedural requirements for insurance product selection including use of electronic purchasing systems, sealed proposal process with public opening, and mandatory conflict-of-interest attestations from committee members.

Adds requirement for quarterly meetings with documented minutes and specifies that committee heads must appoint capable members and ensure complete committee autonomy with no conflicts of interest.

Requires each Employee Insurance Committee to submit annual reports to the Office of State Human Resources detailing membership, offered products, vendors, last bid dates, and payroll deduction premiums.
