Authorizes the Town of Walnut Cove in Stokes County to terminate an irrevocable trust established for law enforcement special separation allowance benefits if the town disbands its law enforcement agency and provides a resolution stating it no longer employs anyone qualifying for such benefits.

Allows Stokes County governing body to adopt ordinances regulating, restricting, or prohibiting possession or consumption of alcoholic beverages on navigable rivers in the county or within 50 feet of river banks, unless in a licensed venue.

Exempts from alcohol restrictions landowners and their guests on adjacent private property, and exempts Belews Lake (owned by Duke Energy Corporation) from the ordinance requirements.

Establishes violations of the alcohol ordinance as Class 3 misdemeanors punishable by a fine of not less than $50 plus court costs, enforceable by Wildlife Resources Commission officers, sheriffs, and deputy sheriffs.

Section 1 and most provisions effective upon enactment; Section 2 becomes effective August 1, 2016, and applies to offenses committed on or after that date.
