Governor's Task Force on Mental Health and Substance Abuse shall study the resurgence of opioid and heroin abuse in adults, youth, and families, with findings and recommendations reported to the Joint Legislative Oversight Committee on Justice and Public Safety and the Joint Legislative Oversight Committee on Health and Human Services in the 2017 Regular Session.

Department of Health and Human Services and Department of Public Safety shall jointly study the use of Vivitrol as a treatment option at state-funded alcohol and opioid abuse centers, with findings reported to the same oversight committees in the 2017 Regular Session.

Court reports on a defendant's capacity to proceed may now be shared with clinicians at the program where the defendant is receiving capacity restoration and with clinicians designated by the Secretary of Health and Human Services, in addition to existing disclosure requirements to defense counsel and district attorneys.

Reports on capacity to proceed remain confidential and protected records until introduced into evidence, with specific conditions on how the information may be disclosed and used.

The act becomes effective upon becoming law.
