Directs the Administrative Office of the Courts, in conjunction with the Office of Indigent Defense Services, to establish a pilot project creating a uniform fee schedule for attorneys' fees representing indigent persons in district court.

Requires selection of counties in at least six judicial districts (two with small caseloads, two with medium caseloads, two with large caseloads) by February 1, 2017, excluding Districts 10, 18, and 26.

Mandates fee schedule development by March 1, 2017, addressing full cost of legal services, payment procedures, and biennial review methodology with appropriate fee adjustments.

Requires implementation of the pilot project in selected district courts by April 1, 2017, with reporting to the Joint Legislative Oversight Committee on Justice and Public Safety by May 1, 2017, and results by March 15, 2018.

Establishes ongoing reporting requirements every two years after the initial report regarding pilot project findings and recommendations.
