Division of Child Development and Early Education shall study the allocation of child care subsidies, with particular focus on families moving between counties.

Study must evaluate a statewide funding approach for the subsidized child care program and its impact on children on waiting lists.

Division shall examine mechanisms to allow funding to follow eligible children who relocate to different counties, ensuring uninterrupted care without placement at bottom of new county's waitlist.

Study must address provisions to protect funding for existing subsidy recipients in counties receiving newly relocating families.

Division shall report findings and recommendations, including any legislative proposals, to the Joint Legislative Oversight Committee on Health and Human Services by December 1, 2016.
