Removes obsolete references to the "More at Four" program from North Carolina General Statutes and replaces them with "NC Pre-K" program references.

Updates G.S. 115C-242 to change references from "More at Four program" to "NC Pre-K program" in provisions allowing children enrolled in these programs to be transported on public school buses at the program's expense.

Updates G.S. 143B-168.12(a)(1)n. to change the title of the Director position from "More at Four Pre-Kindergarten Program" to "NC Pre-K Program" on the North Carolina Partnership for Children Board of Directors.

Implements conforming changes recommended by the Joint Legislative Oversight Committee on Health and Human Services.

Becomes effective upon enactment.
