School of Government at UNC Chapel Hill shall conduct research on evaluation standards for pilot projects and submit preliminary report by December 1, 2016, and final standards report by December 1, 2017.

Office of State Budget and Management shall adopt rules implementing pilot project standards proposed by School of Government, with standards to include a range of options for agency resources and timelines.

All state departments, agencies, and institutions must conduct pilot projects mandated by General Assembly in accordance with adopted standards, effective for pilot projects enacted after June 1, 2018.

Section 1 of S.L. 2015-52 establishing a program evaluation division study of overnight respite services is repealed.

Department of Health and Human Services shall report to Joint Legislative Oversight Committee on Health and Human Services on overnight respite licensure status, waiver amendments, and utilization rates by September 1, 2016 (interim) and September 1, 2017 (final).
