Establishes a Joint Legislative Committee on the Unfunded Liability of the Retiree Health Benefit Fund consisting of 13 members: five Senate members, five House members, the State Treasurer, the Executive Administrator of the State Health Plan, and a Board of Trustees representative.

Committee shall examine options for reducing the unfunded liability including increasing fund assets through appropriation, shifting costs to federal programs, transitioning from defined benefit to defined contribution model, increasing service time requirements, requiring employee contributions, and increasing retiree out-of-pocket costs.

Committee may exercise powers under G.S. 120-19 through 120-19.4, contract for professional services, and receive staff support from the Legislative Services Commission and directors of legislative assistants.

Committee must submit final report with findings and recommendations to the 2017 General Assembly upon convening, including any necessary legislation to implement recommendations.

Committee terminates upon filing its final report or upon convening of the 2017 General Assembly, whichever occurs first.
