Adds Cleveland County to the list of counties authorized under S.L. 2015-158 that can have their sheriff's office contract for food and food service supplies for detention facilities without complying with certain state purchase and contract laws.

Expands S.L. 2015-174 to allow Cleveland County and municipalities within Cleveland County to donate retired service animals (horses, dogs, or other animals) to the sheriff, deputy, police officer, or employee who had custody and control of the animal during its service.

Applies the service animal donation provision to both county sheriff's offices and municipal police departments or other county and municipal agencies.

Allows donations only when the animal is deemed no longer fit for public service.

Becomes effective upon enactment.
