Creates the Critical Public School Building Needs Fund to be administered by the Department of Public Instruction for awarding grants to counties for public school building capital projects.

Allocates $25,000,000 from the Education Lottery Fund to the Critical Public School Building Needs Fund for fiscal year 2016-2017.

Provides an additional $25,000,000 from the Education Lottery Fund if Senate Bill 728 (2015 Regular Session) becomes law, bringing the potential total to $50,000,000 for 2016-2017.

Awards grants based on each county's need and ability to generate sales tax and property tax revenue for school construction.

Becomes effective July 1, 2016.
