Eliminates ferry tolls on North Carolina Ferry System routes effective upon enactment of the bill.

Requires the Board of Transportation to cease toll collection and repeal toll-implementing regulations as expeditiously as possible.

Directs refunds of prepaid tolls and commuter passes received after the effective date, with partial refunds for commuter passes based on time coverage.

Appropriates $23,095,000 in recurring Highway Fund dollars to the Department of Transportation Division of Ferries beginning fiscal year 2016-2017 for ferry vessel replacement.

Removes exemptions for jurors from paying ferry tolls and repeals related tolling regulations in G.S. 136-189.11(b)(8).
