Provides salary supplements for teachers including 12% for National Board Certified Teachers, 10% for "M" teachers, and additional monthly supplements of $126 for six-year degree holders and $253 for doctoral degree holders.

Sets first step salary for school psychologists, speech pathologists, and audiologists at master's degree level or higher equivalent to Step 5 of teacher schedule, with 10% salary supplement and eligibility for advanced degree supplements.

Appropriates $129,705,074 in recurring funds for the 2016-2017 fiscal year to implement salary increases for teachers and instructional support personnel in public schools, charter schools, and state agency schools.

Expresses legislative intent to appropriate an additional $129,705,074 annually for fiscal years 2017-2018, 2018-2019, and 2019-2020 to provide balanced salary increases over four years, effective July 1, 2016.
