Adds new section 161-14.02 to North Carolina General Statutes requiring Registers of Deeds to mark documents or instruments that purport to impact official birth records with a conspicuous statement reading "THIS DOCUMENT IS NOT AN OFFICIAL BIRTH RECORD."

Applies to any document or instrument affecting official birth records that is not itself a birth registration, birth certificate, amended birth certificate, or certificate of identification.

Exempts documents or instruments attached to real estate documents as exhibits from the marking requirement.

Became effective upon enactment on August 5, 2015.
