Modifies the current operations and capital improvements appropriations act of 2015 for the 2016-2017 fiscal year.

Adjusts General Fund appropriations for state departments, institutions, and agencies for the fiscal year ending June 30, 2017.

Adjusts State Highway Fund and State Highway Trust Fund appropriations for the Department of Transportation for the fiscal year ending June 30, 2017.

Appropriates federal block grant funds for DHHS and NER programs for the fiscal year ending June 30, 2017.

Becomes effective July 1, 2016, with textual provisions applying only to the 2015-2017 fiscal biennium unless indicating intent for longer-term effects.
