Allows the Mayor and Village Council members of Tobaccoville to be removed through a recall election process.

Requires a recall petition to contain signatures equal to at least 20% of registered voters in the village and name only one officer to be recalled.

Board of elections must verify petition signatures and certify sufficiency; recall election shall be held at the same time as the next scheduled election more than 60 days after certification.

Removal occurs upon affirmative vote of a majority of those voting on the recall question; removed officers cannot be appointed to elective office during the remainder of their unexpired term.

Prohibits recall petitions during the first six months of an officer's term or the final six months before term expiration, and limits recall elections to one per officer per term.
