Expands hospital and ambulatory surgical facility disclosure requirements to include financial assistance policies, financial assistance costs, total net patient revenue, net operating income, total net income, and capital assets spending.

Requires hospitals to publicly disclose this information through three methods: providing public access, submitting annually to the Department of Health and Human Services, and displaying information conspiciously in the facility.

Mandates the Department post all submitted information on its website in a searchable, consolidated location without relying on external links to other websites.

Requires hospitals to break down capital assets and improvements spending by categories (land, land improvements, buildings, movable equipment, fixed equipment) and identify funding sources (borrowing, leasing, cash reserves, donations, etc.).

Appropriates $150,000 to the Department of Health and Human Services for information technology costs to implement the expanded disclosure requirements, effective October 1, 2016.
