Directs the Department of Health and Human Services to request approval from the Centers for Medicare and Medicaid Services (CMS) to allow Dependency and Indemnity Compensation (DIC) benefits from the Department of Veterans Affairs to be deducted from income when determining Medicaid eligibility.

The DIC deduction policy applies only to populations not subject to the Modified Adjusted Gross Income (MAGI) determination methodology.

If CMS approves, the Department shall implement the policy effective January 1, 2017.

Appropriates $1,038,123 in recurring General Fund dollars to the Department of Health and Human Services for fiscal year 2016-2017 to cover costs of the eligibility changes, which will leverage an estimated $2,081,236 in federal matching funds.

Becomes effective upon enactment into law.
