Adds mitragynine and 7-hydroxymitragynine (kratom) to North Carolina's Schedule I controlled substances list under G.S. 90-89(2) as opium derivatives.

Appropriates $25,000 from the General Fund to the Department of Public Safety for the 2016-2017 fiscal year to allocate to the State Bureau of Investigation for operating costs.

The kratom scheduling provision becomes effective December 1, 2016, and applies to offenses committed on or after that date.

The appropriation and remaining provisions become effective July 1, 2016.
