Directs the Department of Transportation to remit 50% of liquidated damages collected from contractors on US Highway 19 East widening project (STIP Project R-2519) in Yancey County to the Yancey County/Burnsville Chamber of Commerce on a monthly basis.

Requires the Chamber of Commerce to use the funds only for promoting travel and tourism in Yancey County.

Mandates the Department remit funds by the first day of the month following collection of the liquidated damages proceeds.

Specifies that remitted funds shall come from Highway Trust Fund appropriations allocated for the Highway 19 project.

Becomes effective upon enactment and applies to any liquidated damages collected on or after the effective date.
