Expands the Dropout Prevention and Recovery Pilot Program from a two-year to a three-year initiative, extending through the 2016-2017 school year.

Requires selection of two charter schools (one in 2014 and one in 2015) to serve high school students who have dropped out or transferred, with flexible scheduling and blended learning options.

Charter schools must be accredited by the Southern Association of Colleges and Schools and employ only licensed teachers; students must be grades 9-12 and selected by the student (if 18+) or parents/guardians.

Requires the State Board of Education to submit an interim report by February 15, 2016, and final report by November 15, 2017, on student outcomes, accountability model results, and funding impact.

Directs the Joint Legislative Education Oversight Committee to report interim findings to the 2016 General Assembly session and final recommendations to the 2018 session regarding transitioning the pilot into permanent alternative charter schools.
