Establishes a fixed tuition plan for North Carolina residents enrolled in baccalaureate degree programs at any University of North Carolina constituent institution, guaranteeing tuition costs remain unchanged during the enrollment period.

Sets tuition period length based on student classification at enrollment: 8 semesters for freshmen (4-year program) or 10 semesters (5-year program); 6 or 8 semesters for sophomores; 4 or 6 semesters for juniors; and 2 or 4 semesters for seniors, respectively.

Requires students to remain continuously enrolled at the same institution throughout their fixed tuition period; allows tuition plan tolling for military service, serious medical debilitation, disability, or extraordinary hardship upon application and Board of Governors approval.

After the fixed tuition period ends, students revert to current institutional tuition rates and are subject to applicable tuition surcharges under existing law.

Effective for students enrolling beginning with the 2017-2018 fall academic semester; students already enrolled on the effective date may participate at the tuition rate in effect when the act becomes law.
