Authorizes the Town Manager or Deputy Town Manager of Cary to grant utility easements, agreements, and similar interests in real property over town-owned property without requiring Town Council approval.

Permits the Town of Cary to sell, exchange, or transfer real property with covenants, conditions, or restrictions attached to further the public interest.

Allows the Town to adjust consideration received for property conveyances to reflect any restricted use resulting from covenants, conditions, or restrictions.

Requires the Town Council to adopt a resolution authorizing any real property transaction and mandates at least 10 days' notice by publication describing the property, interest conveyed, and material transaction terms before Council action.

Effective upon enactment on July 1, 2016.
