Honors the life and memory of Earline W. Parmon, who served in the North Carolina House of Representatives (2003-2012) and Senate (2013-2014), and died on March 15, 2016, at age 72.

Recognizes her legislative accomplishments including sponsoring the 2007 Silver Alert System legislation that resulted in 118 citizens safely recovered from 128 alerts issued in 2008, and co-chairing the Legislative Commission on Dropout Prevention that distributed over $48 million in funding from 2007-2009.

Acknowledges her community service as the first African-American Chair of the Forsyth County Democratic Party, founder of LIFT Learning Center and Academy in 1982, and member of the Forsyth County Board of Commissioners (1990-2002).

Expresses the General Assembly's appreciation for her work on racial justice, equality, education, eugenics survivor justice, domestic violence protections, and voter registration.

Directs the Secretary of State to transmit a certified copy of the resolution to her family and extends condolences; Parmon is survived by five children, nine grandchildren, and 14 great-grandchildren.
