Changes driver's license office voter registration from optional ("may") to mandatory ("shall") for eligible applicants seeking issuance, renewal, or correction of a driver's license or special identification card.

Requires applicants to attest on the form that they meet all voter eligibility requirements, including U.S. citizenship, and whether they affirmatively declined voter registration.

Allows applicants to affirmatively decline voter registration; if they do so, the application will not be forwarded to the board of elections.

Requires the Department of Transportation to forward all non-declined applications to the appropriate board of elections within five business days using electronic transfer.

Appropriates $250,000 to the State Board of Elections for the 2016-2017 fiscal year to implement automatic voter registration requirements, effective January 1, 2017.
