Changes the calculation of school performance grades by shifting achievement score weight from 80% to 50% and growth score weight from 20% to 50%.

Allows schools that have met expected growth to use the achievement score alone if including the growth score reduces their performance score and grade.

Adds a provision that schools receiving a B grade or lower can receive one letter grade higher if they have exceeded growth expectations.

Creates a task force within the Department of Public Instruction to study the school performance grading system and consider additional performance indicators including accelerated courses, industry certifications, advanced placement courses, graduation rates, and SAT/ACT scores.

Appropriates $100,000 to the Department of Public Instruction to conduct the study, with findings and recommendations due to the Joint Legislative Education Oversight Committee by December 15, 2016.
