Renames the "Ecosystem Enhancement Program" to the "Division of Mitigation Services" throughout North Carolina General Statutes Chapter 143, Articles 214.8 through 214.14

Changes all references to the program in statutes governing wetland restoration, compensatory mitigation, the Ecosystem Restoration Fund, and reporting requirements to use the new divisional name

Maintains all existing functions, authorities, and responsibilities of the program including wetland acquisition, restoration, maintenance, riparian resource management, and basinwide restoration planning

Updates references in the cooperative State-local coalition water quality protection plans section to reflect the new Division of Mitigation Services name
