Amends the Charter of the City of Wilmington to modify the petition requirement for submitting proposed ordinances to the city council.

Changes the threshold for initiative ordinances from "votes cast at the last preceding regular municipal election" to "twenty-five percent of the total number of registered voters residing within the City of Wilmington at the time of the last regular municipal election."

Requires the city council to either pass the ordinance without alteration within 20 days of petition certification, or call a special election within six months to submit the ordinance to voter approval.

The New Hanover County Board of Elections and the city clerk must certify the sufficiency of the petition before the 20-day council response period begins.

This act becomes effective immediately upon enactment.
