Authorizes the Department of Health and Human Services to use a portion of $2,000,000 appropriated to the Division of Central Management and Support for the health information exchange to fund the North Carolina Health Information Exchange (NCHIE), a nonprofit corporation, from July 1, 2014, through June 30, 2015.

Amends S.L. 2014-100 Section 12A.2(b) to specify that funds allocated to NCHIE shall cover both monthly operating expenses for the 2014-2015 fiscal year and the state share for maximum approved federal matching funds for allowable Medicaid administrative costs related to the HIE Network.

Becomes effective upon enactment or June 30, 2015, whichever is earlier.
