Removes the City of Greenville from the list of municipalities authorized to use red light camera systems under S.L. 1997-216, effective July 1, 2016.

Keeps Greenville included in the authorization for traffic control photographic systems under S.L. 2007-341, allowing the city to continue using these cameras.

Increases the civil penalty for traffic control photographic system violations from $75.00 to $100.00, effective October 1, 2016.

Limits municipalities to one contract for traffic control photographic systems with a maximum duration of 60 months, after which the system becomes municipal property or is returned to the contractor.

Authorizes the City of Greenville and Pitt County Board of Education to enter into an interlocal agreement for cost-sharing and reimbursement related to traffic control photographic systems.
