Shifts regular municipal elections in the towns of Jonesville, Boonville, and East Bend from odd-numbered years to even-numbered years, beginning in 2018.

For Jonesville: Council members with terms expiring in 2017 continue serving until 2018; those expiring in 2019 continue until 2020; mayor elected in 2018 and quadrennially thereafter for four-year terms.

For Boonville: Commissioners with terms expiring in 2017 continue serving until 2018; those expiring in 2019 continue until 2020; mayor elected in 2018 and quadrennially thereafter for four-year terms.

For East Bend: Board members with terms expiring in 2017 continue serving until 2018; those expiring in 2019 continue until 2020; mayor elected in 2018 and biennially thereafter for two-year terms.

All three towns' elections shall be conducted on a nonpartisan basis using the plurality method as provided in North Carolina General Statute 163-292.
