Adds 110 parcels of property (identified by Mecklenburg County Tax Office Parcel Identification Numbers) to the corporate limits of the Town of Cornelius, effective June 30, 2016.

Grants countywide jurisdiction to police departments of six towns—Cornelius, Davidson, Huntersville, Matthews, Mint Hill, and Pineville—to exercise the same powers and authority in unincorporated Mecklenburg County areas as they have within their municipal boundaries, including arrest and criminal process service.

Requires the Board of Commissioners of Mecklenburg County to approve any exercise of police powers in unincorporated areas and prohibits such approval if the area falls within another municipality's extraterritorial planning jurisdiction unless that municipality consents in writing.

Preserves existing authority of the City of Charlotte police to exercise powers in unincorporated County areas and maintains the Sheriff's Office authority, preventing any restriction of their jurisdictional rights.

Requires municipalities and Mecklenburg County to enter into an agreement setting forth guidelines and procedures before police officers exercise any powers or authority under this act.
