Transfers jurisdiction over pole attachment disputes from Business Court to the North Carolina Utilities Commission for municipalities and membership corporations exempt from federal Communications Act regulation.

Requires communications service providers accessing poles, ducts, or conduits to receive separate invoicing for attachment fees rather than bundling charges with electric service.

Allows the Commission to assess adjudication costs up to $10,000 against disputing parties, plus additional costs if the Public Staff hires expert witnesses.

Maintains the 90-day negotiation period before either party can initiate Commission proceedings, with new rates applying retroactively to the date following the negotiation period expiration.

Effective upon enactment and applies to disputes filed on or after the effective date.
