School of Government at UNC Chapel Hill shall coordinate a working group to develop standards for state agencies designing and implementing pilot projects mandated by the General Assembly.

SOG shall conduct research on evaluation standards and submit a preliminary report by December 1, 2015, and a final report with proposed standards by December 1, 2016 to the Joint Legislative Program Evaluation Oversight Committee and Office of State Budget and Management.

Office of State Budget and Management shall adopt rules implementing the standards proposed by SOG, with all state agencies required to follow the standards for pilot projects requested after June 1, 2017.

$150,000 is appropriated to SOG from the General Fund for fiscal year 2015-2016, with unspent funds remaining available through fiscal year 2016-2017.

SOG may propose updates to the standards as needed, which shall be published on its website at least 90 days before submission to the Office of State Budget and Management for adoption.
