Authorizes the Chief Administrative Law Judge to appoint a Codifier of Rules to serve in the Office of Administrative Hearings based on a recommendation from the Joint Legislative Administrative Procedure Oversight Committee.

Sets the Codifier of Rules salary at 90% of the Chief Administrative Law Judge's salary.

Provides that the Codifier of Rules shall receive longevity pay instead of merit and other increment raises on the same basis as employees subject to the North Carolina Human Resources Act.

Updates the definition of "Codifier of Rules" in G.S. 150B-2(1c) to specify the person is appointed by the Chief Administrative Law Judge pursuant to G.S. 7A-760(b).

Updates G.S. 7A-760 to reflect the appointment of a Codifier of Rules rather than designation of a Director and staff for the Rules Review Commission.
