Schedule the 2016 U.S. House of Representatives primary election for Tuesday, June 7, 2016, instead of the originally scheduled date.

Set the filing period for candidates from noon on March 16, 2016, to noon on March 25, 2016, with a requirement that candidates be affiliated with their party for at least 75 days before filing.

Determine primary results by plurality vote with no second primary elections held during the 2016 cycle.

Authorize the State Board of Elections to issue temporary orders modifying election statutes and regulations specifically for the 2016 U.S. House primary, with such orders expiring 10 days after final certification of results.

Repeal the act 10 days after final certification of the 2016 U.S. House primary elections, or immediately if the U.S. Supreme Court reverses the underlying federal court decision before March 16, 2016.
