Realigns North Carolina's 13 congressional districts to comply with a court order in Harris v. McCrory, replacing the prior version of G.S. 163-201(a) with new district boundaries that include specific counties, voting tabulation districts (VTDs), and census blocks.

Establishes detailed district compositions across all 13 districts, with Districts 1-13 incorporating portions of various counties with precise geographic specifications including partial VTDs identified by census block numbers.

Makes the redistricting plan effective for elections in 2016, 2018, and 2020, with automatic reversion to the prior version if the U.S. Supreme Court reverses or stays the U.S. District Court decision that invalidated the previous district plan.

Becomes effective upon enactment, ratified February 19, 2016.
