Adopts the permanent rules of the 2015 Regular Session for the 2016 Second Extra Session with specified amendments.

Limits bills to those addressing single-sex multiple occupancy bathroom and changing facilities and statewide consistency in regulation of employment and public accommodations; only allows resolutions for adjourning the session sine die.

Maintains standing committees from the Regular Session (Rules, Ethics, Judiciary I-IV, Finance, and Appropriations) with the same chairs and vice-chairs; other standing committees become inoperative.

Accelerates legislative procedures by allowing bills to be placed on the calendar without committee referral on the same day of introduction, permitting multiple readings on the same day, and allowing conference reports to be placed on the calendar immediately upon receipt.

Permits cosponsorship of bills and resolutions on the day of first reading and allows veto override votes on the same legislative day notice is given.
