Appropriates $200,928,370 in nonrecurring funds ($100,928,370 from Savings Reserve Account and $100,000,000 from unappropriated General Fund balance) for disaster relief related to Hurricane Matthew, western North Carolina wildfires, and Tropical Storms Julia and Hermine.

Allocates funds for housing assistance ($20,000,000 to Housing Trust Fund), emergency sheltering ($9,000,000), resilient redevelopment planning ($11,500,000), federal disaster assistance matching ($66,228,370), and future emergency relief ($10,000,000).

Provides $5,000,000 to The Golden L.E.A.F. Foundation for small business loans and $30,000,000 combined for local government infrastructure projects for residential development outside 100-year floodplains.

Allocates $10,000,000 to Department of Environmental Quality for wastewater systems, drinking water, dam safety, and septic tank repairs, plus $37,950,000 to Department of Agriculture for forest restoration, stream debris removal, and farm infrastructure repairs.

Prohibits state funds for new residential construction within 100-year floodplains unless compliant with local ordinances, requires flood insurance for homeowners receiving assistance, and allows Governor to waive certain motor vehicle Division fees for residents of hurricane-impacted counties through December 1, 2016.
