Extends Department of Transportation authority to maintain roads and construct school bus driveways and parking facilities at public charter schools, including those opened on or after July 1, 2015, with project costs capped at $60,000.

Authorizes schools to hire independent traffic engineers to conduct evaluations for highway improvements instead of relying solely on Department of Transportation evaluations, with 60-day completion deadline.

Requires the Department of Transportation to reimburse schools for costs of required street and highway improvements, including design fees and right-of-way costs, except when schools have eminent domain power.

Limits city requirements for street improvements related to schools to only those necessary for safe ingress and egress to municipal street systems and physically connected to school driveways, with Department of Transportation providing reimbursement.

Allows Department of Transportation to enter into agreements where schools install approved improvements and receive full reimbursement for associated costs incurred.
