Establishes the "Electric Usage Data Freedom Act" to govern how electric utilities handle electricity usage data for customers, third parties, and research purposes.

Requires electric utilities to provide customers with free electronic access to standard electric usage data for current and historical periods of at least 24 months as part of basic service.

Allows customers to authorize third-party access to their standard electric usage data for a specific time period not exceeding three years, with ongoing access prohibited.

Permits electric utilities to charge reasonable fees (set by the Utilities Commission) for providing nonstandard electricity usage data to third parties requesting such information.

Authorizes electric utilities to provide aggregate (de-identified) electricity usage data to third parties and the public for energy efficiency and research purposes, provided the data contains sufficient customers to prevent identification of individual usage patterns.
