H.B. 100 Summary

• Restores partisan elections for North Carolina superior court and district court judges, replacing the previous nonpartisan election system.

• Adds superior court judges and district court judges to the list of offices requiring candidates to file notices of candidacy during the February filing period for partisan primary nominations.

• Changes the filing deadline for unaffiliated candidates for superior and district court judge positions from the last Friday in June to the second Wednesday prior to the primary election.

• Requires unaffiliated candidates for superior and district court judgeships to file petitions with the State Board of Elections and obtain signatures equal to 2% of registered voters in the district.

• Repeals Article 25 of Chapter 163 (the nonpartisan judicial election provisions) and becomes effective for primaries and elections held on or after January 1, 2018.
