Require evaluation of the direct primary care model as an alternative payment option for improving primary care physician quality of life in rural settings.

Direct the Department of Health and Human Services to conduct a parallel study of changes to the State Medicaid Program with the same goals, with findings due by October 1, 2019.

Require both studies to determine total cost implications and identify any legislation needed to implement recommendations.
