Authorizes the Joint Legislative Oversight Committee on Health and Human Services and the Joint Legislative Education Oversight Committee to each appoint a subcommittee to study medical education and medical residency programs in North Carolina.

Subcommittees may consult and meet jointly or work independently, with authority to examine health care needs, state funding benefits, policy improvements, and evaluation protocols for allocating state funds to medical education and residency programs.

Requires the Department of Health and Human Services to submit a comprehensive report by August 1, 2019, detailing medical school slots, residency slots, Medicaid GME reimbursement methodologies, funding for medical schools and health education centers, and strategies to attract providers to rural areas.

Directs subcommittees to develop a statewide plan maximizing state support for medical education and residency programs while addressing short-term and long-term health care needs, particularly in rural areas, with final report due by March 1, 2020.

Subcommittees authorized to consult input from other states, stakeholders, and national experts and may examine reports from the Department of Health and Human Services and University of North Carolina.
