Clarifies that the Commissioner of Insurance (rather than the Commissioner of Motor Vehicles) administers and enforces provisions related to motor vehicle damage appraisers under G.S. 20-279.21(d1).

Requires appraisers and umpires involved in property damage disputes to be licensed as motor vehicle damage appraisers under G.S. 58-33-26 and G.S. 58-33-30.

Updates language in the appeals process to specify that the Commissioner of Motor Vehicles handles suspension or revocation of licenses and related matters, while the Commissioner of Insurance handles appraiser oversight.

Makes appraisers complying with the appraisal dispute resolution process subject to the civil penalty provisions in G.S. 58-2-70 if they fail to comply.

Takes effect upon becoming law.
