Division of Motor Vehicles must study federal and state regulation of motorcoaches in consultation with the Department of Public Safety and North Carolina Motorcoach Association.

Study shall examine federal motorcoach regulations, state requirements in Virginia, South Carolina, Georgia, Florida, Tennessee, Pennsylvania, Washington D.C., and New York, and out-of-state motorcoach requirements in North Carolina.

Study shall assess equity of regulations between North Carolina registered motorcoaches operating in other states versus out-of-state motorcoaches operating in North Carolina, and whether reciprocity agreements with other states are possible.

Study shall determine whether legislative changes are needed to prevent North Carolina registered motorcoaches from facing competitive disadvantage relative to motorcoaches from other states and jurisdictions.

Division of Motor Vehicles must report findings and legislative recommendations to the Joint Legislative Transportation Oversight Committee and Joint Legislative Oversight Committee on Justice and Public Safety by December 1, 2018.
